Governing by Agency
During his presidency TR created and expanded several governmental agencies and commissions including the Department of Commerce and Labor in 1903 to regulate business and enforce economic regulations.
In 1905 Roosevelt established the United States Forest Services that would become a major part of Roosevelt's conservation effort. The department was headed by Gifford Pinchot the first Chief of Forestry. It was created to manage and conserve the country's national forests,
Pinchot is known as the Father of American Forestry. He established the Yale School of Forestry and the Society of American Foresters. He was a two time Governor of Pennsylvania. He became a close friend and trusted collogue of Theodore Roosevelt.

TR also strengthened the regulatory power of existing agencies like the Interstate Commerce Commission established in 1897 and was greatly strengthened by the 1906 Hepburn Act that gave government the power to regulate and enforce railroad rates.
The addition of the Bureau of Corporations established under the Department of Commerce and Labor would go on to investigate businesses and their labor practices.
TR also strengthened and helped create the future framework of the Food and Drug Administration (FDA) originally initiated under Lincoln. The Bureau of Chemistry is tasked with enforcing this law
The use of agencies and Executive Orders would eventually develop into Roosevelt's Stewardship Principles of presidential governing.
